COMMITTEES REPORT ON WORK In addition to meeting at least twice monthly as a Board, each BOE member serves as a liaison to, or member of groups such as the Partnership for Educational Progress (PEP), PTA and Legislative Education Network of DuPage (LEND). There are also Board committees. The Policy Committee and the Finance Committee reported on their work over the past year. The BOE establishes policy, which the staff carries out under the leadership of the superintendent. Having completed the task of bringing all policies into compliance with current legal requirements, the Policy Committee revised the Safe and Drug-Free Work-place Policy and School Board administrative procedures, and is now focusing on the finance policies, working with the Finance Committee to review policy, define financial philosophy and align the district’s business practices to that philosophy. The Policy Manual is posted in searchable format on www.d41.org. The Finance Committee reviews and analyzes key financial documents and tools such as the budget, capital improvement plan and the annual tax levy. It is instrumental in the development of the long-range financial plan and in developing cost-containment strategies. Its input was important in the search process for the incoming Assistant Superintendent for Finance, Facilities and Operations. Next steps The Policy Committee expects to complete its review of the finance section by the end of the school year and then will turn its attention to the Personnel and Curriculum sections. The Finance Committee is focusing on the Five-Year Financial Plan, employee benefit costs and facility issues. DEMOGRAPHIC STUDY
Superintendent Dr. Ann Riebock provided an overview of the 2007 Demographic Study recently conducted by Dr. John Kasarda of the University of North Carolina at Chapel Hill. The study had four objectives: discussion of dynamics under-lying historical enrollment changes, assessment of annual enrollment changes over the last 15 years, analyzing new housing and other factors affecting in-migration of students that will shape future enrollment, and providing enrollment projections by year. The report offers three scenarios: enrollment if factors driving enrollment are less than anticipated, enrollment if driving factors are as anticipated, and enrollment if factors driving enrollment are greater than anticipated. Kasarda’s best estimate is that enrollment will grow from the current 3588 to approximately 3,800 students by 2016-17.The Kasarda Demographic Study is posted on www.d41.org. PUBLIC PARTICIPATION
Members of the public asked for clarification on the demographic study, whether the BOE could set its meeting calendar so it doesn’t conflict with the District 87 Board meetings, and whether the district considers resources provided by the Music Education Foundation in its budgeting process. NEXT MEETING The next regular BOE meeting is set for May 14 (rescheduled from May 7), 7:00 p.m. A short reception for departing and incoming Board members will precede the call to order. Meetings are held in Central Services, 793 N. Main St., Glen Ellyn at 7:30 p.m. unless otherwise noted.
